62/2014          Apologies for Absence

 

Apologies for absence were received from Councillors: M Elvin, Mrs A Hull, and Mrs C M Wombwell.

The Town Clerk reported that she had received Russell Whiting’s resignation from the Town Council and that a Casual Vacancy had been duly reported.   She informed Members of the procedure and clarified the matter.  It was not yet known whether or not a by-election would be called and the Town Clerk would ensure that Members were kept abreast of the situation.

 

63/2014          Declarations of interest

 

Councillors: R Darby, Mrs A Hull and Mrs J Williams declared a non-pecuniary interest regarding the Town Council Allotments.

 

Councillors: R Darby, D Grindell, S Heptinstall, Mrs J Williams and B Wombwell declared an interest regarding any matter relating to Broxtowe Borough Council by dint of their status as serving Councillors on Broxtowe Borough Council.

 

64/2014          Minutes of the Town Council Meeting held on 6th September 2013        

 

The Minutes of the Town Council Meeting held on 6th September 2013 were approved and signed by the Town Mayor.

 

65/2014          Request(s)

 

The Town Clerk reported that she had received no requests to address the meeting.

 

The Town Council agreed to take item 9 on the Agenda, Neighbourhood Planning a Reappraisal as the next item.

 

66/2014          Neighbourhood Planning a Re-appraisal 

 

The Town Mayor welcomed Mr S Saunders, from the Development Control Department at Broxtowe Borough Council, who updated the Town Council on Neighbourhood Planning.  This gave Members the opportunity to review this item in light of recent proposals for redevelopment affecting the Town.

Members noted that while the desirability of creating a Neighbourhood Plan was very tempting the cost of the procedure and the need for a number of committed individuals to be part of the process were important concerns when considering this as a possible project.

 

Mr Saunders stressed that it was unlikely that a Town/Parish Council would be able to complete the process without professional assistance and while Broxtowe Borough Council would offer what resources it could, at this point in time he could not identify exactly what assistance his department could make to the process.  He confirmed that the creation of a Neighbourhood Plan required a significant monetary commitment.  The Meeting noted that a Neighbourhood Plan had to agree with the Core Strategy and that this matter was currently under examination.

 

It was noted that proposals for HS2 together with the Net Project, and the outcome of the Core Strategy investigation would all impact on the future development of the Town.  Councillor Mrs Williams reported that Broxtowe Borough Council had established a Working Party to discuss the future of Stapleford Town Centre and that herself and Councillors:  Darby, D Grindell, and McGrath were part of this Working party together with the Leader of Broxtowe Borough Council and strategic officers.  She proposed that this group of Councillors together with a number of Town Councillors should form a local Working Party to discuss the findings of the Broxtowe Working Party and discuss the feasibility of creating a Neighbourhood Plan. This proposal was seconded by Cllr B Wombwell and agreed.  Those Members who wished to be part of this Working Party were asked to inform the Town Clerk of their interest.

 

The Town Mayor thanked Mr Saunders for his presentation and for giving up his time to assist the Town Council with this complicated matter.

 

67/2014          Mayor’s Engagements

 

The Town Mayor had attended numerous and diverse events since the last Meeting. He particularly enjoyed the visits made during Heritage Open Day and thanked Stapleford and District Combined Services Association for inviting him to present a cheque to the Getaway Club.   He further thanked the Mayor of Broxtowe for her invitation to her Civic Service and said how much he was looking forward to joining 1360 ATC at their Dinning In Evening next month.

 

The Town Clerk clarified the arrangements for this year’s Remembrance Sunday Service on 10th November 2013 and the 11th Hour of the 11th Day of the 11th Month event at the Walter Parker VC Square.     She explained that it had been her privilege to organise these event for the last 17 years and that during that time the events had grown; with last year’s Remembrance Service attracting in excess of 300 individuals to the Walter Parker VC Square.

 

Throughout this period she and a number of Nottinghamshire County Councillors had tried to close Derby Road during the Remembrance Service.  This year following an instruction from Central Government to local police forces and highways authorities to assist with the organisation of Remembrance events, she was working with both Nottinghamshire County Council and Nottinghamshire Police to ensure that the Road immediately in front of the Walter Parker VC Square would be closed for the duration of the Remembrance Sunday Service.

Logistically it was not possible to close the area to traffic for the 11th of the 11th of the 11th Service.

 

Members were invited to join the Town Mayor at both Services on the 10th and 11th November 2013.   The Town Clerk requested that any organisations wishing to take part in the Parade and/or lay a wreath should contact her by 7th November at the latest

 

68/2014          Allotments

 

The Meeting considered a report of the Town Clerk and noted its contents.

 

It was noted that the Dig In Project was creating a wild flower meadow on plots 110/111 and would work with the Town Council to ensure that these plots were effectively used.   The Town Clerk would be instructing the clearance of the former nature plots in preparation for this project in the new year.

 

69/2014          Town Centre Management

 

Members considered a report of the Town Clerk and noted its contents.

 

It was further agreed that should either Councillors Thomas or D Grindell be unable to attend the TCMB meetings that Councillor Mrs A Hull would substitute.

 

70/2014          Future of Former Police Station, Toton Lane, Stapleford

 

Members considered a report of the Town Clerk and noted its contents.

 

71/2014          Stapleford Matters

 

  1. Policing In      Stapleford

It was noted that Inspector Steve Wragg was now in post and the Town Clerk was instructed to invite him to a future Meeting of the Town Council.

 

Anti social behaviour and vandalism problems at Hickings Lane Recreation Ground continued to cause concern and it was noted that Councillors: Mrs Williams and D Grindell were investigating this matter with local police officers and youth workers.

 

  1. Parking in Stapleford Parking Problems-Wellington Street

This matter was continuing to causing concern and Councillor Mrs Williams requested copies of petitions that had been presented to Nottinghamshire County Council during the previous administration.

 

  1. Traffic Management Issues-Warren Avenue at its junction with Derby      Road

 

This matter continued to cause problems and it was understood that the Traffic and Transport Working Party, chaired by Councillor Heptinstall was continuing to look into this matter.

  1. Anti      Social Behaviour Peatfield Court

 

This item was placed on the Agenda at the request of Councillor McGrath.

 

Councillor McGrath was concerned regarding the former sheltered housing complex at Peatfield Court. It was noted that Officers from Broxtowe Borough Council would be meeting with local residents to explain the plans for the area and the timescale involved and that it was hoped that the demolition and new build project would be underway shortly.

 

72/1214          Correspondence 

 

Nottinghamshire County Council: Health and Well Being Issues Stapleford – Councillor Mrs Williams, expressed her hope that the Town Council would be able to become involved in this project. This item was noted.

 

73/2014          Planning Applications

 

13/00563/FUL The Jaguar, Hickings Lane: Demolition of existing public house and redevelopment of site by the erection of a single building comprising three retail units (A1 and A5).

 

Members considered this application and while regretting the demise of what had once been a popular public house the Meeting recognised that in the current economic climate it was to some extent inevitable that the premises would close.

 

The Town Council was pleased to see a plan to speedily redevelop the site and welcomed the opportunity for new businesses to be created in the Town.  However, concerns were expressed regarding the design of the new build and it was felt that the flat roof was not acceptable.

 

Members instructed the Town Clerk to send a full minute reference informing Broxtowe Borough Council of the Town Council’s feeling that while it welcomed the development of the site it wished to see a better design for the retail premises that would be more in keeping with the surrounding residential properties.

 

74/2014          Items For Future Agenda            

 

The Town Clerk asked Member to ensure that wherever possible they were able to attend Meetings were items they had requested where to be discussed.  Further she asked Members to request items in good time prior to the despatch of the Agenda to ensure inclusion on the Agenda for a particular date.

 

75/2014          Audit

 

The Town Clerk reported successful completion of the external audit.  She asked the Meeting to note that the External Auditor had commentated that good narrative explanations had been provided.

Both the Internal and External Auditor recommended that an accurate value for Town Council assets should be sought and recorded for future recording in the Annual Return.  It was also recommended that the Town Council may wish to quantify differences for unusual items of expenditure in future Annual returns.

76/2014     Section 137

 

The Town Clerk reported that she had sought clarification   of the Borough Solicitor, as instructed, regarding the position of awarding   Section 137 funding to individuals.    Members noted that the   Borough   Solicitor had confirmed the Town Clerk’s interpretation of the legislation   that such funding could not be granted to individuals.

Minutes of the Special Planning and Environment Committee Meeting

Held on 8th November 2013

P16/2014       Planning Applications

 

13/00616/FUL 19 Nottingham Road, Change of Use of Shop from Retail to Hot Food Takeaway and Erect Flue.

 

Members considered this planning application and noted that some local traders and residents had expressed favourable comments regarding this application, while others had expressed their concerns particularly in relation to lack of parking opportunities adjacent to the premises.

 

Stapleford Town Council welcomed new businesses to the Town and was keen to see this part of the Town Centre, rejuvenated with new and improved shop frontages maintained in this row of shops.

 

However, the position of these premises on a narrow pavement area, near to a bus stop on  a busy main arterial road, with no direct parking outside or adjacent to the premises caused concern to the Meeting.   Members did not think that individuals wishing to use this facility would park elsewhere and walk to the premises and felt that parking in the vicinity of the premises would be dangerous and could cause further congestion on this already busy road.

 

The Meeting agreed that while wishing to see the derelict shops on Nottingham Road taken back into use the Committee was concerned that lack of parking facilities outside and/or adjacent to the premises in question rendered its development as a hot food takeaway undesirable and for this reason the Committee objected to the planning application.

13/00609/FUL Former Dyeworks site, West End Street, Construct 10 Industrial Units (Class 1B) light industry and 2 bin stores and new access to Derby Road.

 

Members considered this planning application and noted that a number of previous applications had been made residential developments on this site. However, the land was contaminated and was not recommended for residential use, its proximity to the railway and awkward access/egress onto the main road had made it unsuitable for such development.

 

This application was welcomed as there was a perceived need for small business units in the Town. It was suggested that with the possible closure of the Pinfold Estate additional properties would be would required to be accommodated in  the Town and that this location may be suitable. The Committee welcomed new developments in the Town and the Meeting was delighted that this site was proposed for redevelopment and that it would offer new employment opportunities.

 

However, the Meeting was seriously concerned about the access/egress to the site and noted the current horrendous parking problems in the locality on Westend Street and Wellington Street.   The proposed new access onto Derby Road was seen as dangerously unsuitable given its proximity to the obscured view over the railway bridge on Derby Road, towards Sandiacre which caused a blind spot for traffic approaching from that direction and its proximity to the access/egress from Bessell Lane.  The trees and vegetation at the site would need special attention prior to any development as they would totally obscure the view onto Derby Road when exiting the site.

 

The Meeting felt that while welcoming new business opportunities to the Town and wishing to see this derelict site developed it requested Broxtowe Borough Council to look very carefully at the proposed dangerous access/egress to the site and the need for adequate parking provision.

 

13/00322/OUT Nags Head and Plough and Pinfold Industrial Estate, Construct 50 Residential Units.

 

The Committee was of the opinion that this site was better suited to residential development than industrial/commercial use and that it was in need of urgent redevelopment.    Councillor Mrs Grindell requested that the old industrial chimney on the site should be maintained as a landmark and Members agreed this would be desirable and that Broxtowe Borough Council should be asked to investigate this possibility.

 

However, it was stressed that should the Borough Council be mindful to make this a condition of the Planning approval, it should ensure terms were included to maintain the structure so it does not deteriorate and become unsafe.  It was agreed that the Town Council was unable to undertake the responsibility of looking after this structure.

 

Following consideration of this planning application the Committee agreed to welcome this development and had no objections to this application.

13/00638/FUL Garages Midland Ave, Construct 4 Flats

 

This application was a joint project between Broxtowe Borough Council and Nottingham Community Housing Association.  Members noted the desirability of providing social housing within the Town and agreed that the development proposed for this site would improve the environment in this area.

 

Following consideration of this planning application the Committee agreed to welcome this development and had no objections to this application.

 

The Town Clerk was instructed to send full minute references regarding these applications.

 

P17/2014      Date of Next Meeting

 

The next Meeting would be a Special Meeting to be held on 29th November 2013 at 6.00p.m. to discuss Broxtowe Site Allocations Issues and Options.  This Meeting will be held prior to the Town Council Meeting and all Councillors Are Invited to attend this Special Meeting of the Committee.

Councillor D Grindell declared an interest in discussion relating to the Stapleford Carnival (member of Hemlockstone Lions.)

F25/2013      Dispensation to Take Part in Discussion and Decision of the Budget and Precept    for Stapleford Town Council 2013/14.

 

It was noted that the Localism Act 2011had repealed the general dispensation permitting any Councillor with an interest to take part in meetings relating to the setting of the Councils, of which they were a Member, precept and budgeting process.   Thus any Councillor, who was a council taxpayer in Stapleford and wished to take part in this process, should declare a Pecuniary Interest and request a dispensation.

The following Councillors requested a dispensation to be part of the discussion of the budgeting process:

Councillors: C Bartliff, R Darby, D Grindell, Mrs H Grindell, A Hull, K Thomas, Mrs J Williams.

 

Likewise any Councillor in receipt of a Civic Allowance or who intended to put themselves forward as a candidate for the Office of Town Mayor or Deputy Town Mayor should also declare a Pecuniary Interest when discussing Civic Events and Expenses.  As should any Councillor holding Civic Office during 2013/14.

F26/2014             Requests

 

The Town Clerk reported that she had received a request from Stapleford Community Group to address the Meeting.  However, due to family circumstances the representatives of that Group had sent their apologies.

 

F27/2014            Requests for Assistance with Specific Projects Made by Voluntary Organisations          

 

The Meeting considered a report of the Town Clerk regarding applications for Section 137 assistance.

 

After carefully considering this report the following decisions were taken:

 

1)    Vitalise: It was noted that the Town Clerk had received a general appeal letter from this charity. While Members appreciated the work carried out by this organisation it was felt more appropriate to grant funds to local groups working in Stapleford during this financial year.

 

2)    1360 ATC: Members considered this application for assistance with the purchase of equipment to carry out Duke of Edinburgh Award projects.   The Committee was delighted to support the work of 1360 ATC and agreed to award £300.

 

3)    Stapleford Community Group: This application was deferred.

 

Councillors: R Darby and D Grindell declared a non pecuniary interest in the following application as Members of the CORE Group.

 

4) CORE Group Members considered this application and were delighted to be part of the tribute to the late Alderman Tom Martin CdeG. The Committee was pleased to award £100 towards this project.

 

Following discussion of the applications Members considered the creation of an application form for applying for Section 137 funding to assist with the process.  It was agreed that the Town Clerk should adapt the form attached as Appendix 3 of the Town clerk’s Report for this purpose.

 

Councillors: R Darby, D Grindell and Mrs J Williams declared an interest in the following item as serving Members of Broxtowe Borough Council.

 

F28/2014         Hickings Lane Recreation Ground – Purchase of CCTV Camera

 

The Meeting considered a report of the Town Clerk and following discussion agreed that £2,000 should be allocated from the Regeneration Budget Head as the Town Council’s contribution towards this project.

 

When considering the Draft Budget Report Councillors: Darby, Hull, and Mrs Williams declared an interest in discussion relating to the Town Council’s Allotment sites.  Councillors: Darby and D Grindell declared an interest in discussion relating to The Core Group. Councillor D Grindell declared an interest in discussion relating to the Hemlock Happening.  Councillor D Grindell declared an interest in discussion relating to the Stapleford Carnival (member of Hemlockstone Lions.)

F29/2014         Budget Report and Precept           

 

The Committee considered draft Budget and Precept reports prepared by the Town Clerk. Following discussion the Town Clerk was instructed to incorporate the recommendations and amendments of this Committee to be reported to the Town Council Meeting on 10th January 2014 when the final decisions on the budget would be taken.

    

Members further considered the proposals for the allocation of funds as drawn up by the Chair of the Committee and discussed the proposed allocations to be considered at the Meeting of the Town Council to be held on 10th January 2014.   Members were content that these proposals should be presented at the Town Council.  All calculations would be based on expenditure up to and including the 31st December 2013.

 

It was noted that the Town Council was still awaiting important information from Broxtowe Borough Council re the setting of the precept and that this information would be reported to the Town Council Meeting to be held on 10th January 2014 when the final decision on the precept would be taken.

 

This item engendered considerable discussion on many aspects of expenditure.  The Town Clerk wished it to be noted that she endeavoured at all times to manage the Town Council budget as efficiently as possible within the constraints imposed upon her by the relevant legislation and finance available and would continue to look for savings within projects/events were possible to achieve value for money.

 

The Leader of the Town Council, Cllr Mrs Jacky Williams, thanked the Chair and Deputy Chair of this Committee, together with the Town Clerk and her staff for the work conducted in the preparation of this report.

 

Councillor David Grindell relinquished the Chair to Councillor Mrs Amanda Hull, the Deputy Chair of the Committee during discussion of items relating to:  The CORE Group, Hemlockstone Happening and the Hemlockstone Lions, (Stapleford Carnival).

ALLOTMENTS

Report of the Town Clerk

 

1          Introduction

 

Stapleford Town Council maintains and administers five separate allotment sites in the Town.  The main management issues of this area of responsibility are discussed annually at the meeting of the Finance and General Purposes Committee in February/March.

 

2          Expenditure

 

At 31st October 2013 the following expenditure has been incurred: £3,115(inclusive of water charges)

 

Please note the bill for clearing, hedge cutting, re-measuring etc for 2012/13 will be submitted once the hedge cutting for 2013 has been completed and will be reported to a future Meeting.

 

3          Income

 

At 31st October 2013 the following income has been collected: £6,553

 

Members should note that income for this year is currently showing monies collected for the period up to 31st December 2013.  Further payments will be collected in January 2014 and will cover the period, 1st January to 31st December 2014.

 

4          Padlocks

 

The Town Clerk is maintaining a watching brief on the padlock situation and will report on this matter as and when required.

 

5          Allotment sites

 

The Town Clerk will report any pertinent matters relating to sites at the Meeting.

HS2: Consultation on Route from the West Midlands to

Manchester, Leeds and Beyond.

 

Report of the Town Clerk

 

1          Introduction

 

The Town Clerk attended a briefing for Clerks concerning the Consultation currently underway regarding the preferred routes through the East Midlands. The Leader of the Town Council has instructed the Town Clerk to furnish you with a short report for information.

2          Local Information Event

 

A Local Information Event was held on 16th November 2013 at Westpark Leisure Centre, Long Eaton.  This was a full consultation event open to the general public and staffed by specialist engineers who were available to answer the public’s questions.

 

The next event is being held at Bilborough College on Saturday, 30th November 2013, 10:00a.m. – 5:00p.m.  Members are encouraged to visit a Consultation Event prior to completing the consultation form.

 

3          Consultation Period

 

The Consultation Period is now underway and ends on 31st January 2014.  The consultation documents are available online at www.hs2.org.uk then go to HS2 Consultation Phase 2.  The pertinent information is: Consultation Document, Executive Summary and Sustainability Statement.    There is an online form to complete.

 

4          Route

 

The consultation is looking at the proposed route and asking for views regarding this matter. Two routes have been proposed one almost shadowing the M1, the other along the Erewash Valley.  The route shadowing the M1 is the preferred route.   However, views are sought regarding this matter and other considerations e.g. stations, creation of tunnels.

 

5          Future

 

Following the end of the consultation period further preparation needs to take place prior to the commencement of this project. It is expected that the work on this part of the project will commence in the mid 2020’s.  It is envisaged that this project will create a significant number of employment opportunities.  The HS2 Organisation are already in discussion with local higher education providers re the skill base that will be required to fulfil employment opportunities once the HS2 project commences.

 

6          Conclusion

 

The Town Council is asked to note this report and instruct the Town Clerk as required regarding this matter.
