This Meeting was rescheduled from 12th September 2014 and that Committee Meetings scheduled to be held this evening had been cancelled.  The rescheduling had been carried out to enable amendments to Standing Orders. (Item 7 on the Agenda for this Meeting).

56/2015                      Declarations of interest

 

Councillors: Baker, Darby, Mrs A Hull and Mrs J Williams declared a non-pecuniary interest regarding the Town Council Allotments.

 

Councillors: R Darby, D Grindell, S Heptinstall, and Mrs J Williams, declared an interest regarding any matter relating to Broxtowe Borough Council by dint of their status as serving Councillors on Broxtowe Borough Council.

 

Councillors: S Heptinstall and Mrs J Williams declared an interest regarding any matter relating to Nottinghamshire County Council by dint of their status as serving Councillors on Nottinghamshire County Council.

 

Councillors: Longdon and MacRae declared an interest in any item relating to Stapleford Community Group as members of that organisation.

 

Councillor D Pearson declared an interest in item 14 Planning Applications as he was acquainted with one of the applicants.

61/2015          Amendment to Standing Orders: Affording Reasonable Facilities For and Allowing Reporting

 

Members considered a report of the Town Clerk and following discussion it was proposed by

Councillor Mrs J Williams and Seconded by D Grindell and

 

RESOLVED:  that the amendment as listed in this report be adopted as number 59a) in the Town

Council’s Standing Orders.

 

62/2015          Mayor’s Engagements     

 

The Town Mayor thanked the Deputy Town Mayor for attending a number of engagements on his behalf and the numerous organisations for their invitations to the many events over the summer.

 

Members noted that the Annual Garden Competition awards had been presented prior to this evening’s Meeting. It was also noted that the Town Mayor had been so impressed by the standard of the entrants that he had donated further awards for the certificate winners in all categories.

 

The Town Clerk drew Members’ attention to a presentation that had been made to the Town Council earlier in the evening.  Councillor Mrs A Hull and Mrs B Mills made the presentation of the Stapleford Remembers Board to the Town Council.  This artefact records the feelings, regarding the centenary of the First World War, of the young people who attended the Stapleford Remembers event in August 2014.   The Town Council was delighted to become the custodian of this piece of local history.

 

Councillor Mrs Hull and Mrs Mills together with everyone involved in the Stapleford Remembers event were thanked for their hard work and commitment to this project.  The Town Clerk said a special thank you to Kieran Hull who had worked tirelessly in the Kitchen at the Saturday event.

Members were referred to the list of the Mayor’s Engagements for the coming months.

The Meeting noted the report of the Town Clerk

The Town Clerk reported that she had contacted the Town Centre Manager and had invited him or his colleague to attend a Town Council Meeting.  It was hoped that the Town Centre Manger would make a special presentation to the Town Council in the near future.

65/2015          Core-Strategy – Local Plan

 

It was noted that Broxtowe Borough Council would be considering the Inspector’s Report regarding the Core-Strategy – Local Plan at its Meeting on 71th September 2014.

 

The Town Council’s request to have its Parish Area designated as a Neighbourhood Area was being submitted to Broxtowe Borough Council and the outcome of this matter would be reported to future Meetings of the Town Council.

 

66/2015          Stapleford Matters                                                                                                            

 

Parking/Traffic Issues in Stapleford:

 

Orchard Street/Lower Orchard Street: Councillor Mrs Williams would report back once she had received feedback from Nottinghamshire County Council following presentation of the petition regarding the traffic issues in this area.

 

Edward Street: As with other permit issues this matter was ongoing.

 

Permit Areas: Issues Including Wellington Street:  Councillor Darby reported that there was still no progress regarding the parking/permit issues on Wellington Street.

This item would remain on the Agenda.

Road Junction Warren Avenue/Derby Road: Noted that the procedures for the traffic order required altering the parking permissions at this junction were still to be set in motion. This item would remain on the Agenda.

68/2015 Planning Applications

 

Councillor D Pearson declared an interest in the following application.

 

14/00403/FUL – Construct first floor extension, including dormer window to create one self contained flat, Bargain Booze, 98 Derby Road, Stapleford.

Following discussion no objections were recorded regarding this application.

68/2015 contd.

 

14/00491/FUL – Change of use of part of the ground floor for mixed used (Classes A1, A2 and B1) to Class A4 (drinking establishment) revised scheme.  Former HSBC 1, Derby Road, Stapleford.

Members noted that the Town Council had considered the original application and been mindful to object to it. Following discussion the Meeting agreed that the amended plans did not address the issues already highlighted by the Town Council, particularly with regard to the lack of a safe area for the deliveries of beer kegs and that the Town Council continued to object to this application.

 

14/00507/FUL – Demolish 2-8 Derby Road, Stapleford and construct 2 retail units (Class A1) with 4 flats above including terraces, alterations to 1-3 Church Street, and change of use from retail  (Class A1) to financial and professional services (Class A2) 2-8 Derby Road and 1-3 Church Street, Stapleford.

 

The Town Clerk apologised to Members for sending this item to them as an addendum explaining it had not been received from Broxtowe Borough Council in time to meet the Agenda despatch.   Councillor MacRae objected to this application being discussed at this Meeting as he did not believe it had been despatched in time.

 

The Town Clerk clarified that the item: Planning Applications, was already listed on the Agenda and the addendum, listing this one additional application, was despatched by email to Members and notices posted on notice boards on the Monday following the despatch of the Agenda when the Town Clerk received notification of the application.  She emphasised that the item Planning Applications was listed on the Agenda.

 

It was noted that the Town Clerk had previously been instructed to bring this application to the attention of the Town Council at the earliest opportunity.  The Town Council had already given a positive response to the use of the former police station situated at the Roach, for use by the contractors as a site office for this proposed development and the Town Council had welcomed the previous, withdrawn, application for the development of this site.

 

Following discussion the majority of Members agreed to discuss this application at this Meeting.  No members of the public had approached the Town Clerk or any Member regarding this application and Members felt it would be wasteful to call a Special Meeting just to consider this application.

Upon discussion of the application it was agreed to welcome this proposed development and not object to this application.

69/2015          Items For Future Agenda

 

Councillor MacRae made the following requests:

 

At the behest of Councillor McGrath, he requested the Town Council to discuss the siting of a blue plaque in commemoration of the fact that the late Sir Richard Attenborough’s grandparents once owned a bakery in Stapleford. It was felt that this was not really an appropriate connection for a blue plaque.  It was noted that the Town Clerk had posted an obituary on the Town Council web site and had displayed a photograph of the late Sir Richard Attenborough with Past Town Mayor, Mrs M Bottrill, when Sir Richard had officially opened the Carnegie Centre in 1987.

  1. Town Council Logo: the Town Clerk explained that the Town Council’s insignia is registered as required and officially recognised as the official insignia of the Town Council. To alter it would require considerable consultation.  There was no enthusiasm to discuss this matter further.

 

  1. Town Council Web Site – wished to discuss improvements to this site. The Leader replied that the appropriate time to discuss any points relating to the web site was when the matter was discussed as part of the preliminaries of setting next year’s budget. The Town Clerk invited Councillor MacRae to discuss this matter with her prior to the budget preparations.

ALLOTMENTS

Report of the Town Clerk

 

1          Introduction

 

Stapleford Town Council maintains and administers five separate allotment sites in the Town.  The main management issues of this area of responsibility are discussed annually at the meeting of the Finance and General Purposes Committee in February/March.

 

2          Expenditure

 

Up to 3Oth September 2014 the following expenditure has been incurred: £977 please note this amount includes part water charges for the current financial year.

 

3          Income

 

Up to 30th September 2014 the following income has been collected: £9,606

 

Members should note that income for this year is currently showing monies collected for the period up to 31st December 2014.

 

Vacant plots are let throughout the year as they become available.  There are plots available on the Albany, Ewe Lamb Lane and Peatfield sites and individuals listed on the waiting list have been contacted regarding these vacancies.

 

4          Allotment Rents

 

The Town Clerk has discussed the possibility of raising the issue of allotment rents at the main Budget Meeting, with the Leader of the Town Council and Chair of Finance and General Purposes Committee, (following the decision of the Town Council to collect allotment rents, 1st January – 31st December).  This change in procedure will enable the Town Clerk to send all relevant information to plotholders in one mail shot rather than two.  This will allow considerable savings to be made in both staff time and postage.
