Please note Broxtowe Borough Council has granted outline planning

permission for development at Field Farm and a full planning application

is expected in due course.

Presentation Regarding Standards by Mr P Horsfield, Borough Solicitor, Broxtowe Borough Council 

 

The Town Council welcomed Mr P Horsfield in his capacity as Monitoring/Standards Officer at Broxtowe Borough Council and by dint of the legislation the Monitoring Officer for this Town Council.  Mr Horsfield gave an overview of the current legislation and how it affected Town Councillors. He emphasised the requirements to declare pecuniary and non-pecuniary interests and if unsure about any possible clashes of interest to seek guidance.

 

Mr Horsfield assured Members of Broxtowe Borough Council’s continued support to Towns and Parishes and invited the Town Council through the Town Clerk to seek guidance when required.  He further assured Members of Broxtowe Borough Council’s commitment to assisting Towns and Parishes with Neighbourhood Planning.  It was noted that the Town Clerk would be inviting a representative from Broxtowe Borough Council to make a presentation to a future Meeting regarding this matter.

 

The Leader of the Town Council, Councillor D Pearson thanked Mr Horsfield for attending the Meeting and for his advice regarding both Standards Issues and Neighbourhood Planning.

17/2016                      Declarations of interest

 

Councillors: Mrs J C Goold, Mrs A Hull, J McGrath and Mrs S E Roome declared a non-pecuniary interest regarding the Town Council Allotments.

 

Councillors: Mrs J C Goold, J Longdon, R MacRae, J McGrath, and C Rice declared an interest regarding any matter relating to Broxtowe Borough Council by dint of their status as serving Councillors on Broxtowe Borough Council.

 

Councillor R MacRae declared an interest in item 10 Town Centre Team (TCT) as a member of that group.

The Town Clerk reported that she had received no requests to address the meeting.

 

22/2016          Mayor’s Engagements     

 

It was noted that the Town Mayor had attended a number of events since the last Meeting and that the Deputy Town Mayor had also represented the Town Council at a 90th birthday celebration.

 

Member’s attention was drawn the List of Engagements as attached to the Agenda and the Town Clerk invited Members to join the Town Mayor in supporting Armed Forces Day  at a  Coffee Morning in the Carnegie Centre, on 26th June 2015.  All monies raised would be donated to Combat Stress.

 

Councillor David Grindell declared an interest in the following item as a Member of the Organising Committee of this event.

  

23/2016          Hemlock Happening

 

It was noted that a disturbance had taken place during the evening section of this debate which had resulted in the event ending early and the fire work display being cancelled.   Broxtowe Borough Council had fully investigated the incident and felt that the press coverage had inflated the seriousness of the disturbance.

 

At this point in time it was hoped that the event would be held again in 2016 and that a report would be made to a future Meeting of the Town Council with regard to the future of this event.

24/2016          Civic Report

 

The Meeting considered a report of the Town Clerk outlining the attendance of the Town Mayor at  events throughout the municipal year.

 

This report was noted.

 

Further, the Town Clerk had been charged by the previous Administration to bring before the Town Council details of the annual Town Council Civic Service and to determine whether or not the new Administration wished to maintain this Service as part of the Town Mayor’s diary for the duration

of this Town Council.

Members considered this matter and examined the demand for this type of event, where it should be held, who attended it and whether or not such an event was pertinent in today’s society.   The Town Clerk asked the meeting to note that while as a matter of courtesy the Town Mayor is invited to select a venue for the Service and is permitted to invite a small number of close family and friends to the event, it should be remembered that this is the Town Council’s Civic Service and not the Town Mayor’s personal event.

 

Following full and frank discussion and upon a vote it was:

 

RESOLVED:

 

That the Town Council would continue to hold an annual Civic Service in a church/religious building, (within Stapleford), of the serving Town Mayor’s choice throughout the life of this Administration.

 

Councillor Richard MacRae declared an interest in the following item as a Member of the TCT.

 

25/2016          Town Centre Management Team (TCT)

 

The Town Clerk drew Members attention to the report that was attached to the Agenda giving an over view of the TCT. It was further noted that since writing this report the Town Clerk had been informed by the Town Centre Manager, (Mr M Batterham, Broxtowe Borough Council), that the TCT was now working towards reconstituting itself as an  independent body with limited Broxtowe Borough Council support.  This being its resolve the TCT had decided it did not want formal representation from the Town, Borough or County Councils.

 

It was noted that there would now be no formal representation on this body and that any requests for funding or assistance in kind would need to be made formally and discussed and approved by the Town Council.  Thus the appointment as listed on the Annual Town Council Agenda, (22.05 2015), of Councillor Mrs Amanda Hull to this outside body was now no longer required.

 

26/2016          Allotments                                                                                                  

 

The Meeting considered a report of the Town Clerk and noted the current situation with regard to the Town’s Allotment Sites.

 

Following a question from Councillor MacRae it was noted that the hedge cutting contract would now be undertaken by Broxtowe Borough Council in effort to make it easier to comply with the legislation to protect nesting birds.

 

27/2016        Committee Membership and Appointment to Outside Bodies

 

The addition of Cllr Ms Helen Brett as a substitute Stapleford Alliance Member to the Planning and Environment and Finance and General Purposes Committees was noted.

 

The Appointment Cllr Richard MacRae to represent the Town Council at BYH Meetings was noted.

28/2016          Correspondence

 

Nottinghamshire County Council (NCC): Boundaries Proposals – a consultation exercise has opened on proposals for new NCC ward boundaries.  The Town Clerk requested Members to look at this item on the NCC web site prior to the next Meeting of the Town Council when the matter would be formally discussed and the Town Council’s comments on this matter formulated for submission to the Boundary Commission.

 

Councillors: Richard MacRae, John McGrath declared an interest in the following item as serving Members of Broxtowe Borough Council.

 

29/2016          Planning Application

 

15/00387/FUL – 29 Cyril Avenue Stapleford Nottinghamshire NG9 8FQ   – Demolish existing storage shed and erect two dwellings

 

Following discussion of this application the Meeting had no objections and welcomed it, fully supporting the development as it would potentially improve the streetscape.

 

30/2016          Items For Future Agenda

 

It was agreed that Mr S Saunders, (Broxtowe Borough Council), be invited to a future Meeting of the Town Council to give a presentation on Neighbourhood Planning. It was hoped that following this presentation Members would be in a position to determine how to proceed with this initiative.

 

It was agreed that the Town Clerk should invite NCC Councillors to the next Meeting to give an update on NCC responsibilities in the Town including: Highways and New Boundaries Proposals.

 

Councillor R MacRae requested an item re the Web Site and Councillors Profiles – it was noted that the Town Clerk was awaiting information from Members to enable this information to be posted.

 

*Councillor J Longdon requested an item regarding the letting of the Carnegie Centre.  The Town Clerk informed the Meeting that this matter was discussed as part of the Town Council’s annual budgetary process.

 

31/2016          Audit Report

 

The Town Clerk reported that the Annual Return for the Year End 31st March 2015 had been completed.  She further reported that she had had a full discussion with the internal auditor regarding the system used to maintain the accounts and that she had received no recommendations to alter any of the procedure. Items selected by the internal auditor for discussion had been: Allotments, Civic Expenses, and VAT.

 

The Accounting Statement and Annual Governance Statement were signed by the Deputy Town

Mayor, as Chair of this Town Council Meeting and by the Town Clerk as Responsible Financial

Officer.

The Meeting considered a report of the Town Clerk regarding applications for Section 137 assistance.

 

After carefully considering this report the following decisions were taken:

 

Councillors: Darby, Mrs Goold and Ms J Townend declared an interest in the following request (item 7 Requests For Assistance with Specific Projects Made by Voluntary Organisations as they were members of the SDGHA.)

 

  1. SDGHA Members considered this application from this Association for monies towards the cost of mounting the Annual Show.   This is a well loved event and had previously been supported by the Town Council.

 

Following discussion it was agreed to award £150 to the SDGHA towards the running of the Annual Show.

 

  1. Early Years Playgroup Members considered this application from this Group for monies towards the cost of providing storage/equipment for this charity which has successfully run affordable pre-school childcare in Stapleford for 30years.

 

Following discussion it was agreed to award £250 to the Early Years Playgroup for storage/equipment at the Frederick Road premises.

ALLOTMENTS

Report of the Town Clerk

 

1          Introduction

 

Stapleford Town Council maintains and administers five separate allotment sites in the Town.  The management issues of this area of responsibility are discussed annually at the Budget Meeting of the Finance and General Purposes Committee usually held in November.

 

Vacant plots are let throughout the year as they become available.  There are plots available on the Albany and Peatfield sites.

 

Posters advertising allotment availability have been posted on the web site and on notice boards.

 

2          Expenditure

 

Up to 30th June 2015 the following expenditure has been incurred: £1,111.

 

3          Income

 

Up to 31st May 2015 the following income has been collected: £8,936.

 

4          Allotment Panel

 

A Meeting of the Allotment Panel will be organised before the winter and any matters raised will be reported back to a future Meeting of the Town Council.

 

5          Responsibilities re Allotment’s

 

The Town Clerk would ask Members to note that management of the allotment sites is only one of many functions the Town Clerk undertakes as part of her duties.  Day to day functions, queries and letting of plots are usually carried out by her assistant. However, there are individuals who have previously been so rude to staff that the Town Clerk has to deal with them, taking her away from more pressing duties.

 

Members are asked to note that complaints re allotments are dealt with as soon as is physically possible. The Town Council does not employ its own direct labour force and therefore has to engage contractors to carry out works as required.  This does not happen overnight as such works have to be programmed into the contractor’s workload.

 

Please note all works initiated on allotment sites must be instructed on the Town Council’s behalf by the Town Clerk and should be carried out by competent, appropriate contractors who are properly insured to carry out and complete such works.

 

The Town Clerk or her staff are not employed to look after individual plotholders but to manage the sites on behalf of the Town Council.

6          Hedge Cutting

 

Broxtowe Borough Council has been engaged to carry out the allotment hedge cutting on behalf of the Town Council.  I have been contacted by the contractor engaged to carry out this work and he has assured me that as soon as he is satisfied the hedges are safe to be cut this work will be undertaken.

The Town Clerk will report any pertinent matters relating to sites at the Meeting.

Stapleford Carnival 2015

 Report of the Town Clerk

 

1          Introduction

 

The 2015 Stapleford Carnival is scheduled to be held on 5th September 2015.   Town Council commitment to this event was confirmed at the Budget Meeting in January 2015.

 

This report is for Members information.

 

2          Civic Involvement

 

The Town Mayor is the official representative of the Town Council and he has been invited to officially open the Carnival and will spend the afternoon meeting people, both stall holders and visitors to the event.

 

During previous Administrations the Town Council Gazebo has been erected at this event and Town Councillors invited to be present at this ‘base’ throughout the day.  There are a number of issues around this procedure and the Town Council is asked to consider this matter:

 

  1. Is there the need for a formal Town Council presence at this event?

 

  1. Remember that ‘presence’ is as Town Councillors and not as individuals representing particular parties/views.

 

  • Should the Town Council wish to erect the gazebo at this event volunteers will be required to:

 

  1. Collect the gazebo from the Carnegie Centre, together with the folding tables and photo displays for use at this event; preferably these items will be collected on the Thursday or Friday prior to the event and for erection on the Saturday morning of the Carnival.

 

  1. At the end of the Carnival the gazebo etc needs to be packed up, collected with the other equipment/displays etc and returned to the Carnegie Centre on the following Monday morning.

 

  1. Town Councillors will need to volunteer to be present at the event, at least part of the time to be present in the Gazebo.

The Town Council needs to decide whether or not it wishes to follow this model or if it wishes to encourage Councillors to attend the event and just mingle casually, visiting the stalls and meeting the attendees, without a formal base.

 

4          Carnival Competition 

 

Councillors will be aware that the Carnival Parade will not take place. Instead a parade of motor vehicles will wend its way through Stapleford to the Carnival site in time for the official opening of the event.

At the Budget Meeting in January 2015 the Town Council agreed to once again fund a competition for the Best Decorated Charity/Community Stall at the Carnival.

 

The Town Council has allocated the following:  a First Prize of £25 and two Runners Up Awards of £15 each.   Should the Town council wish to alter these prizes a motion should be proposed and seconded in the appropriate manner.

 

Three Town Councillors are required to judge the stalls and the Town Mayor will announce the winners, when he opens the Carnival and visit these stalls during the afternoon to present the prizes.

 

Ideally the Town Council would invite one Member from each of the main parties to nominate one individual to judge the stalls. Councillors who volunteer to judge the stalls would need to do so prior to the opening of the Carnival as stall holders will wish to sell their wares.  Thus it would be useful if the ‘judges’ could arrange to be on site to judge the stall no later than 12noon and complete the judging process by 12.30p.m.

 

The Town Mayor will call for individual Councillors to volunteer to judge the stalls at the Carnival at this Meeting and the judging panel will be decided. The judging criteria is available from the Town Clerk and will be distributed to the judges prior to the Carnival.  Any Member interested in being part of the judging panel should contact the Leader of their Group prior to this Meeting and hopefully one nomination from each group will be received on the night.

 

5          Town Council Display

 

As in previous years, a display of photographs charting the Town Council year from September 2014 to August 2015 will be available together with an up to date edition of the Town Council Newsletter, should the Town council wish to have a formal presence at the Carnival.

 

6          Conclusion

 

The Town Council is asked to:

 

  1. note this report;

 

  1. decide whether it wishes a formal or informal presence at the Carnival;

 

  • (should it decide on a formal presence) note volunteers to help with the collection, pick up, dismantling, return and manning of Town Council gazebo;

 

  1. select three Councillors to judge the Most Attractive Charity/Community Stall;

 

  1. confirm the prizes to be awarded for the Most Attractive Charity/Community Stall Competition;

 

  1. give further instructions to the Town Clerk as deemed necessary after discussion of this report.
