Meeting of the Town Council to be held on Friday, 4th September 2015 at 7:00p.m. in the Carnegie Centre. 

The Town Mayor will be presenting the Garden Awards on this evening from 5.30p.m. for a 5.45p.m. start.  Members are invited to join the Town Mayor on this occasion.

The Town Clerk reported that two representatives of STRAG, (Stapleford and District Rural Action Group) had requested the opportunity to address the meeting.


This request was granted and a copy of their address to the Meeting is attached as Appendix 1 to the Minutes.


Councillor Pearson thanked STRAG for its presentation.

40/2016          Mayor’s Engagements     


The Town Mayor thanked the Deputy Town Mayor and Past Town Mayor’s who had attended events on his behalf.  He thanked all those who had invited him to events and drew Members attention to the Armed Forces Day Coffee Morning which had been an enjoyable occasion.


Together with his wife Maureen and the Deputy Town Mayor, the Town Mayor had judged the Town Council Garden Competition and he commented on the continuing high standard of this event.  Prizes would be awarded prior to the Town Council Meeting on 4th September 2015 and he invited Members to join him on this occasion.


Member’s attention was drawn the List of Engagements as attached to the Agenda. The Town Clerk emphasised that invitations are received daily for the Town Mayor and she explained that it is not always possible to include events on the list if the invitation was not received in god time.  However, all events attended are listed in the file copy, photographs posted on the web site and/or displayed in the Carnegie Centre. To illustrate this point she asked Members to note that today she had received an invitation for the Town Mayor to attend the Broxtowe Borough Council Civic Service, on 25th October 2015, in St Mary’s Parish Church, Eastwood. This event will appear on the next List of Engagements.  Further, the Town Clerk took this opportunity to invite any other Councillors who wished to attend this Civic Service to let her know as soon as possible.


Councillor David Grindell declared an interest in the following item as a Member of the Organising Committee of this event.


41/2016 Presentation Nottinghamshire County Council (NCC) By Local Ward Members


The Town Mayor welcomed Nottinghamshire County Councillors: Stan Heptinstall and Mrs Jacky Williams to the Meeting and invited them to give an overview of Nottinghamshire County Council matters affecting the Town.


Both Councillors covered a number of items and details of their reports are attached as Appendix 2 and 3 to Minutes of this Meeting.


Particular attention was drawn, by Councillor Mrs Williams, to the length of time it took to implement traffic orders. She emphasised that the consultation process was a legal requirement and could not be circumvented.


It was agreed that this had been a useful exercise and it was hoped that the Town’s County Councillors would be able to give a report to the Town council on a fairly regular basis and it was suggested that once every six months or so would be appropriate.


The Leader of the Town Council thanked the both County Councillors for attending and felt this had been a most worthwhile opportunity and had enabled Members to be updated on matters that directly affected their ward areas.   He extended an open invitation to the County Councillors to attend Town Council Meetings and hoped that they would be able to give formal reports as and when required.

42/2016 Nottinghamshire County Council (NCC): Boundaries Proposals


The Meeting considered the proposed new electoral arrangements for NCC. As a result of discussion the following points were noted:


  1. The main consideration when drawing up these proposals seemed to have been electoral equality between the proposed new NCC wards.


  1. Members were concerned that while Community Identity was highlighted within the consultation documents little or no identity was apparent within the new proposed ward of Stapleford and Broxtowe Central.


  1. There were identifiable links between Bramcote and Stapleford: schools, direct public transport routes and crossover of a number of services. The same could be said to a lesser extent between Stapleford and Trowell.


  1. Members could not identify links with: Awsworth, Cossall, Nuthall or Strelley. There were no direct public transport links with these areas and Councillors were not aware of any crossover between community groups/organisations with these Parishes and the Town.

  1. Further there was no known evidence, anecdotal or otherwise of people travelling between these areas to shop of use leisure facilities.


  1. There was an identifiable greenbelt boundary between Trowell and Stapleford and this was voraciously defended by residents of both communities.


  1. Stapleford was separated from Awsworth, Cossall, Nuthall and Strelley and had no boundaries adjacent to any of these areas.


  1. Members were very concerned that while the pairing of Bramcote and Stapleford had worked well, as there were significant identifiable areas of crossover between these two communities the splitting of Bramcote in two with part of Bramcote joining Stapleford in the proposed ward of Stapleford and Broxtowe Central, while the remainder of Bramcote joined part of Beeston as Bramcote and Beeston North. This proposal split the Community of Bramcote, which was far from ideal.


  1. A proposal had been made by current NCC Ward Members for the proposed Bramcote area to be removed from Stapleford and Broxtowe Central Ward and Bramcote to be reunited within the proposed Bramcote and Beeston North Ward.  Members did not favour this proposal as they felt that Stapleford had more identifiable links with Bramcote than with Awsworth, Cossall, Nuthall, Strelley or Trowell. Although it did appreciate that there were some links with Trowell.


  1. The Meeting did not like the proposed name Stapleford and Broxtowe Central as it felt it did not identify the proposed area.

The Town Clerk was instructed to inform the Local Boundaries Commission of the Town Council’s concerns and disquiet relating to these proposals; particularly the lack if identifiable community links between the Town and the areas it was to be linked with and its dislike of the proposed Ward name.


Further the Town Clerk was asked to furnish the Leaders of the Groups with a copy of the comments to be submitted to the Local Boundaries Commission.


43/2016         Allotments                                                                                                  


The Meeting considered a report of the Town Clerk and noted the current situation with regard to the Town’s Allotment Sites.


Members were asked to note that the Town Council had appointed Broxtowe Borough Council as its agent to carry out the necessary hedge cutting at the allotment sites. The Town Clerk has been in discussion with the relevant officer at Broxtowe Borough Council and the hedges will be cut at the earliest opportunity.


44/2016          Carnival 


The Meeting considered a report of the Town Clerk and following full and frank discussion it was noted that the Town Council would not have a formal presence on the site. However, Councillors were encouraged to attend this event meet people.  To this end the Town Clerk was instructed to procure identification badges and Councillor MacRae informed the Meeting that Broxtowe Borough Council would be able to supply this service.


Following discussion Members agreed that Councillors: Mrs J Goold, Mrs A Hull and R MacRae would judge the Best Turned out Stall Competition, with Cllr Mrs Hull being the presiding judge.  It       was noted that this competition is open only to Charity/Community group stalls and that the prizes would be £25 for the Best Turned out Stall and £15 each to the two runners up.


The Town Mayor had been invited to open the event and would present the winners of the stall competition with their prizes at the event.


45/2016          Correspondence


Broxtowe Borough Council: A letter from Mr A Khan, Events Manager, thanking the Town Council for its support of the Hemlock Happening was noted.


46/2016          Items For Future Agenda


Councillor MacRae informed the Meeting that he had been going to raise the possibility of name badges for Councillors. However this had already been covered in the item on the Carnival.  He further mentioned the Christmas Switch on and the Town Clerk explained that she was awaiting a formal invitation and as soon as this invitation was received the matter would be dealt with.

The next scheduled Meeting of Stapleford Town Council would be held on Friday 4th September 2015

at 7.00p.m. and not 7.30p.m. as previously noted on the Calendar of Meetings.


At the Close of the Meeting the Leader of the Town Council requested Members to make any apologies for Meetings known to the Town Clerk at the earliest possible date. The Town Clerk explained that Meetings would not be cancelled to accommodate individual Councillors. However, knowledge of Councillors intentions assisted with the organisation of events and recognised which dates were best suited for holding presentations.

Report of the Town Clerk


1          Introduction


Stapleford Town Council maintains and administers five separate allotment sites in the Town.  The management issues of this area of responsibility are discussed annually at the Budget Meeting of the Finance and General Purposes Committee usually held in November.


Vacant plots are let throughout the year as they become available.  There are plots available on the Albany and Peatfield sites.


2          Expenditure


Up to 31st July 2015 the following expenditure has been incurred: £1,680.


3          Income


Up to 31st July 2015 the following income has been collected: £9,068.


4          Allotment Panel


A Meeting of the Allotment Panel will be organised during October and matters raised will be reported back to a future Meeting of the Town Council.


5          Allotment Maintenance  


The Town Clerk in the company of the Leader of the Town Council and Chair of the Finance and General Purposes Committee has undertaken an inspection of all sites.  A number of possible future projects have been noted.  These items will be reported as part of the main allotment report which is considered a spar to the budgeting process at the Finance and General Purpose Committee scheduled to meet in November 2015.


Meanwhile routine maintenance will be carried out as and when required.

The Town Clerk will report any pertinent matters relating to sites at the Meeting.
